Monitored Follow-ups

Shows all active ```followup blocks from OPEN_FOLLOWUPS.md and their scheduling state. The follow-up loop checks these hourly and escalates when conditions strike or deadlines pass.

How it works

• Probe strikes — when a condition (e.g. email reply, elapsed days) is met, Sophia spins a full turn in the originating Telegram thread.
• Escalation — if the escalation deadline passes without a strike, Sophia pings the thread once as a reminder.
• Resolution — once struck or manually closed, the follow-up moves to ## Recently shipped in OPEN_FOLLOWUPS.md.
